How can I control which user can call out in a SPA 9000 environment?

Problem:

I would like to restrict some user's ability to make external calls.

Solution:

The user's ID should be in "Group User ID" and they will be able to call out
only with the corresponding "Group Line ID". For example, 6201 is in "Group User ID" 3
and 3 is in "Group Line ID" 3, this means user-id 6201 can only dial out using Line 3.
If the user's ID isn't in any particular "Group User ID", they will be in the "Default Group Line".
